This essay examines the catalytic role of Benjamin Netanyahu's 2015 address to the U.S. Congress against the Iran nuclear deal in fostering an unprecedented rapprochement between Israel and Arab states. Netanyahu's speech, orchestrated by then-House Speaker John Boehner, highlighted Israel's concerns over Iran's nuclear ambitions, inadvertently resonating with many Arab leaders who shared these apprehensions. This event is recognized as laying the groundwork for the subsequent Abraham Accords in 2020, formalizing normalization agreements between Israel and select Arab nations.
Netanyahu's broader contextualization of Iran's expansionist activities since the 1979 Islamic Revolution found resonance among Arab leaders. The author raises pertinent questions about how to solidify this Jewish-Arab reconciliation and draws from past successes and failures. Shared concerns between Jews and Sunni Arabs about Iranian influence prompted the opening of communication channels between Arab states and Israel, eventually leading to diplomatic normalization (despite lacking formal agreements).
Past attempts at Middle East peace, such as the Madrid Peace Conference and the Oslo Accords, lacked enduring impact. As in Europe's post-World War II scenario, the current situation is one where mutual threat perception leads to cooperation.
A "code of conduct" is proposed for the Middle East, similar to Henry Kissinger's Cold War strategy, offering norms for international behavior and a basis for interactions. The current integration between Israel and Arab states is unprecedented, and is due to the shared threat posed by Iran. This strategic alignment is significant, but this opportunity must be further capitalized upon for sustainable peace. Proactive efforts between Israel and Arab states must be taken to strengthen this alliance and cultivate enduring peace.
